Uploading the returns as a file — and the four traps inside

Instead of typing box by box, the portal takes a file. What the empty template leaves out costs you a wrong return.

01What the portal accepts

The Cyprus returns can be uploaded instead of typed; the portal calls this bulk return filing. The Ministry of Finance publishes a manual with worked examples — and the worked examples are the part that matters.

Typing thirteen figures is where digits slip. A file does not slip — it is either entirely right or entirely wrong.

02Trap one: the two number formats differ

ReturnWritten asMeans
VAT return11250,00comma, two decimals, no thousands separator
VIES statement62465a whole number — sixty-two thousand euros

Mix them up and you report a hundred times the amount to VIES. Two different rules in the same portal, and nothing points them out.

03Trap two: empty is not zero

In a VIES row a missing value is an empty element. A zero would be the statement “no goods supplied for nil euros” — and you did not make that supply.

In the totals at the top it is the other way round: there a zero belongs, because they are mandatory. The same file, two different meanings of “nothing”.

04Trap three: the order of the boxes is binding

The boxes of the return must appear in the order the manual gives, and each may appear at most once.

Swap two neighbours and you report the right figure in the wrong box — and the total still adds up. Which is why checking the arithmetic does not catch it.

05Trap four: the schema reference points nowhere

The manual shows a reference to a schema. The address it names answers with an error today — and a schema reference into nothing is worse than none.

The files the portal is known to accept do not carry it. Copy it out of the manual and you build in a problem the manual itself created.

06Two small things that still stop everything

  • The taxpayer identifier goes into the file WITHOUT its country prefix — the number alone, not with the country letters in front.
  • The return works in cents, the VIES statement in whole euros. Carry a figure from one into the other and you have to convert it.

07And the principle: a blocked return produces no file

On screen there is a red box that someone reads. A file looks complete even when a receipt is missing — it gets uploaded, accepted, and is wrong.

Between the button and the authority, nobody looks again. So a return with an open question should never become a file in the first place.
